NAVSEA SEAPORT - E Prime Contract
Unconventional Concepts, Inc. (UCI) is a Small
Business headquartered in Mary Esther, Florida, near Eglin Air Force Base and
Hurlburt Field, home of United States Air Force (USAF) Special Operations
Command and has branch offices in Arlington and Portsmouth Virginia. The company
is a uniquely qualified company with an excellent team of consultants and
subcontractors that are dedicated to supporting NAVSEA and its warfare centers.
UCI has experience and past performance performing technical services work for
most of the NAVSEA Warfare centers and support to high-level government and
industry agencies for over 10 years enriching our expertise, capability,
experience and commitment to fully meet and exceed all support requirements. Our
customized support services are focused on our ability to provide well
thought-out strategic plans and policies designed to resonate with targeted
audiences and provide effective, realistic, and comprehensive solutions to

Staff Qualifications: The core staff consists of the
primary investigator, program manager, legal advisor, contracts/business
manager, technical editor and research analyst. Most of the current core staff
holds security clearances of secret or higher and all contingent staff members
or consultants hold security clearances of secret or higher.

Michael J Hopmeier, Senior Principal Investigator
Summary of Qualifications: Michael Hopmeier is the President,
Unconventional Concepts, Inc. and has been a technical advisor and operational
consultant to numerous governmental agencies including the DARPA Defense
Sciences Office, U.S. Army Medical Research and Materiel Command, United States
Surgeon General, and the Deputy Assistant to the Secretary of Defense for
Chemical and Biological Defense. He was one of the primary developers of the
Bioterrorism Preparedness Program at the CDC, served as the Science and
Technology Advisor to the USAF Surgeon General, as well as the first S&T Advisor
to the United States Marine Corps Chem/Bio Incident Response Force (CBIRF).
He has been a member and/or task force Chair for numerous senior advisory panels
including the Defense Science Board and the National Academy of Sciences and
served on the Senior Policy and Strategy Panel for Lawrence Livermore National
Laboratory. He is a founding member and current member of the Executive Board of
the International Counter-Terrorism Academic Community and an Associate
Researcher of the Institute for Counter-Terrorism. Mr. Hopmeier is an
internationally recognized expert on countering suicide terrorism,
disaster/crisis response and emergency management and preparedness.
Mr. Hopmeier is a founder of a number of different start-up companies, and sits
on the board of several high technology firms. He has been involved in numerous
international programs as a manager or advisor, and has supported a number of
efforts in the UK, Greece and Israel. He has authored numerous papers and
presentations on topics ranging from biological model development and
biotechnology research to emergency response training and suicide bombing.
His project areas include training and preparedness, chemical/biological
incident response, combat casualty care and medical support, crisis response and
management, unconventional pathogen countermeasure programs, federal agency
protective measures, counter-terrorism and integrated federal/civilian disaster
response. Mr. Hopmeier holds bachelors and master’s degrees in mechanical
engineering from the University of Florida.
Michael V. Malone (Maj, USMC ret.), Senior Program
Manager
Summary of Qualifications: A record of consistent and progressive
accomplishments in the management, exercise design, implementation,
organization, delivery and evaluation of vulnerability assessment and force
protection programs, maritime domain awareness, public safety and emergency
response management for disasters, mass casualty, mass gathering and terrorist
incidents. These activities required the writing and presentation of technical
reports. Mr. Malone has 12 years of program management experience in both the
military and civilian sectors supporting US Joint Forces Command and US Northern
Command along with other government and private organizations. He has published
several articles for publications relating to counter terrorism and domestic
preparedness along with being credited as a contributing author in several
consequence management books. Mr. Malone holds a Bachelor of Arts in
Experimental Psychology and Bachelor of Science in Oceanography from the
University of North Carolina at Wilmington and is a graduate of the USMC Command
and Staff College.

DESCRIPTION OF QUALITY ASSURRANCE PROGRAM
UCI has a Quality Management control program which includes
all aspects of program management and execution including document control,
control of Government furnished equipment / property, process control,
measurement or performance and effectiveness, analysis and process improvements,
technology identification and operational evaluation. We have selected each team
member based upon their experience and demonstrated commitment to quality
performance. UCI’s program manager and core staff will perform initial guidance
to team members on our and our customer’s expectations and goals for any project
undertaken. The program manager will perform periodic audits of team member
performance against the standards established by us and the client. Between
formal audits, each team member will perform internal reviews where possible and
facilitate interaction with Government counterparts in all cases. Quality of
performance and delivered products will be a regular discussion topic during all
meetings between the executing team member and the customer’s COTR to ensure all
staff members are performing at or above expected levels.
